Rivers State Governor, Siminalayi Fubara, has approved a new round of promotions for civil servants across various cadres in the state workforce.
The approval was announced in an official circular released by the Rivers State Civil Service Commission and signed by the Permanent Secretary, James Enebeli.
According to the directive titled “Call for Recommendation for Promotion,” all Ministries, Departments and Agencies have been instructed to submit names of officers eligible for promotion between January and July 2026 for consideration by the commission.
The exercise will cover officers on Grade Levels 07 to 15 who met the promotion requirements within the specified period.
The commission, however, stated that officers who have retired, applied for retirement or are currently facing disciplinary proceedings should not be included in the recommendation list.
MDAs were also directed to attach complete service records and scored Annual Performance Evaluation Report forms for all officers nominated for promotion.
The circular further instructed ministries to submit both printed and electronic copies of the recommendations using the approved format, adding that soft copies must be provided in Microsoft Excel format through labelled USB flash drives.
The commission advised ministries and extra-ministerial departments to immediately begin internal promotion procedures for junior staff members.
Permanent secretaries and heads of departments were equally directed to personally endorse and sign all recommendation letters before submission to the commission.
The Civil Service Commission fixed May 31, 2026, as the deadline for submissions and warned that recommendations received after the closing date would not be accepted.
According to the circular, the promotion exercise received Governor Fubara’s approval to allow the commission conduct promotion interviews for qualified officers within the January to July 2025/2026 cycle.
The latest development comes shortly after the governor approved the payment of outstanding promotion arrears owed to civil servants in the state.
Fubara had earlier assured workers that his administration would continue to prioritise staff welfare and implement reforms aimed at improving working conditions in line with changes introduced at the federal level.
In the education sector, the Rivers State Government recently recruited 1,000 teachers for public schools, with the new employees already completing orientation and training ahead of deployment.
The administration has also commenced the recruitment of additional health workers to improve healthcare services across government hospitals and health centres in the state.
