The Independent National Electoral Commission (INEC) has announced plans to mobilise more than 1.4 million members of the National Youth Service Corps (NYSC) to participate in the 2027 general elections across the country.
The disclosure was made by the INEC Chairman, Joash Amupitan, during a courtesy visit to the NYSC Director-General, Olakunle Nafiu, at the Yakubu Gowon House, the headquarters of the scheme in Abuja.
According to the electoral commission, the large-scale mobilisation forms part of preparations for what is expected to be one of Nigeria’s biggest election operations in recent history.
INEC Says NYSC Remains Critical to Nigeria’s Democracy
Speaking during the meeting, Professor Amupitan described the NYSC as one of the most important institutional partners in Nigeria’s democratic process.
He noted that corps members have consistently played a central role in election administration since the return to democratic rule in 1999.
According to the INEC chairman:
“There is no institutional support more vital to election management in Nigeria than the NYSC. INEC simply cannot conduct elections effectively without corps members.”
He explained that NYSC members currently make up the largest percentage of INEC’s ad hoc election workforce nationwide.
The chairman praised corps members for their neutrality, discipline, professionalism, and dedication during previous elections, noting that their involvement has significantly improved public confidence in Nigeria’s electoral process.
Over 700,000 Corps Members Needed for Each Election Phase
Providing details of the commission’s preparations, Amupitan revealed that INEC would require approximately 707,384 corps members for the Presidential and National Assembly elections scheduled for January 16, 2027.
Another 707,384 corps members are expected to be deployed for the Governorship and State House of Assembly elections fixed for February 6, 2027.
Combined, the two phases will require more than 1.4 million NYSC personnel nationwide.
The commission also disclosed that additional corps members would be needed for off-cycle governorship elections and bye-elections in several states.
According to INEC, about 52,446 corps members will participate in governorship elections in Ekiti and Osun states, alongside supplementary elections and bye-elections in states including:
- Nasarawa
- Enugu
- Rivers
- Ondo
- Kebbi
- Kano
Corps Members Played Major Role in 2023 Elections
The INEC chairman recalled that the commission engaged approximately 1.2 million ad hoc staff during the 2023 general election.
He revealed that more than 70 percent of those personnel — nearly 850,000 workers — were made up of NYSC members and student volunteers.
According to him, corps members accounted for almost 90 percent of Registration Area Officers and Presiding Officers in many states during previous elections.
Amupitan commended the corps members for their resilience and willingness to work in difficult environments across Nigeria.
“These young Nigerians did not only facilitate voting processes; they helped protect the integrity and sanctity of the ballot in over 176,000 polling units nationwide,” he stated.
INEC Praises Corps Members for Digital Skills
The electoral commission also praised corps members for their performance in handling election technology, especially the Bimodal Voter Accreditation System (BVAS).
According to the chairman, NYSC members demonstrated strong digital competence during recent elections, including the Anambra governorship election and the FCT Area Council polls.
INEC noted that the increasing role of technology in election administration makes digitally skilled young Nigerians even more valuable to the electoral process.
The commission expressed confidence that the next generation of corps members would further strengthen the use of technology during elections.
INEC Promises Better Welfare and Security for Corps Members
Acknowledging the dangers often associated with election duties, Professor Amupitan assured that INEC would continue to improve welfare, insurance, and security arrangements for corps members participating in election activities.
He noted that the commission is already working closely with security agencies and other stakeholders to ensure safer working conditions for election personnel during the 2027 polls.
According to him:
“We recognise the risks corps members face during election duties, and we remain committed to improving their welfare, protection, and overall working conditions.”
The chairman added that INEC would intensify collaboration with the NYSC to ensure proper training, mobilisation, and coordination ahead of the elections.
NYSC Reaffirms Commitment to Electoral Process
Responding during the meeting, NYSC Director-General Brigadier General Olakunle Nafiu commended INEC for maintaining its longstanding partnership with the scheme.
He recalled that both organisations first signed a Memorandum of Understanding in 2011, adding that the agreement has been renewed periodically over the years.
The NYSC DG described corps members as a reliable, disciplined, and easily trainable workforce capable of supporting major national assignments.
According to Nafiu, the incoming generation of corps members, largely made up of Gen Z graduates, possesses stronger digital skills that could further improve election administration.
He assured INEC that the NYSC remains fully committed to supporting the 2027 general election and all upcoming off-cycle governorship elections across the country.

Political observers say the deployment of over 1.4 million corps members highlights the enormous scale of preparations already underway for the 2027 general elections.
