President Bola Tinubu has forwarded several legislative proposals to the Senate for consideration, including bills to reform the National Drug Law Enforcement Agency (NDLEA), amend the Nigerian Safety Investigation Bureau Act and establish a National School of Government.
The bills were transmitted to the Senate in line with the provisions of the 1999 Constitution, as amended, and conveyed by Senate President Godswill Akpabio.
One of the proposals, the NDLEA Bill 2026, seeks to create a consolidated legal framework to guide the agency’s operations. The proposed legislation is expected to strengthen the agency’s powers, including its ability to investigate individuals suspected of involvement in illicit drug-related activities.
Another proposal, the Nigerian Safety Investigation Bureau Amendment Bill 2026, seeks to revise the existing 2022 Act to reposition the bureau as an independent authority and expand its responsibilities.
The proposed amendment also provides for the transfer of supervisory oversight of the bureau to the Presidency, alongside changes to its administrative structure.
Tinubu also transmitted the National School of Government Bill (ASCON) 2026, which proposes to repeal the Administrative Staff College of Nigeria Act and establish a National School of Government.
The proposed institution is intended to serve as a national centre for governance training, public sector capacity development and institutional strengthening.
In addition, the President forwarded a bill seeking to domesticate the four Geneva Conventions of 1949 and their two Additional Protocols of 1977. These international agreements provide protections for victims of armed conflict.
The proposed legislation also covers the domestication of the Rome Statute of the International Criminal Court, which provides the legal framework for prosecuting crimes including genocide, war crimes, crimes against humanity and the crime of aggression.
The proposals have been transmitted to the Senate for consideration in accordance with the constitutional process.
