Rivers State Governor Siminalayi Fubara has presented a proposed ₦1.854 trillion budget for the 2026 fiscal year to the Martins Amaewhule-led Rivers State House of Assembly, in compliance with the Supreme Court’s directive.
Presenting the appropriation bill, tagged “Budget of Resilience for Growth and Development,” on Friday, Fubara said the proposal is aimed at boosting infrastructure, education, security, human capital development and economic growth while maintaining fiscal discipline.
According to the governor, the proposed budget represents a 24.49% increase compared to the state’s adjusted 2025 budget and will be funded through internally generated revenue (IGR), FAAC allocations, derivation funds, grants, loans, asset sales and opening balances.
Fubara proposed ₦413.11 billion for recurrent expenditure and ₦1.405 trillion for capital projects, with significant funding allocated for road construction, infrastructure upgrades, education and the payment of outstanding gratuities and death benefits owed to retired civil servants.
“The collective interests of our State and people are more important than any other consideration,” the governor told lawmakers.
“As leaders, it is our collective duty to ensure every kobo is spent where it is most needed and to deliver on our mandates to the people,” he added.
The presentation comes months after the Supreme Court directed Governor Fubara to present the state’s budget to the Amaewhule-led Assembly before Rivers State could access its statutory allocations from the Federation Account.
The governor expressed confidence that the people-centred budget would accelerate development, improve living standards and support sustainable economic growth across the state.
