The Nigerian Civil Aviation Authority (NCAA) has ordered all its directorates to stop rendering services to 11 domestic airlines over outstanding financial obligations.
In an internal memo dated May 22, 2026, the NCAA directed that no service should be provided to the affected airlines without clearance from its Directorate of Finance and Accounts.
The airlines affected include Air Peace, Ibom Air, Arik Air, United Nigeria Airlines, Max Air, Rano Air, ValueJet, Overland Airways, Umza Air, NGeagle Airline and Caverton Helicopters.
According to the memo signed by the Director of Finance and Accounts, Olufemi Odukoya, the directive was issued by NCAA Director-General, Capt. Chris Najomo.
The memo, titled “Updated List of Airlines on No-Pay-No-Service,” warned all directorates against offering any operational support or regulatory service to the affected airlines until their debts are cleared.
Reacting to the development, aviation consultant Adeola Fadairo described the move as necessary and long overdue.
He explained that the debts involve statutory charges collected from passengers by airlines on behalf of the NCAA, particularly the five per cent Ticket Sales Charge (TSC).
According to him, the funds are meant for aviation safety oversight, consumer protection and regulatory operations, stressing that airlines have no right to withhold such money.
Fadairo added that failing to remit the charges amounts to a serious breach of public trust and corporate responsibility.
The crackdown comes amid growing concerns over financial accountability and compliance within Nigeria’s aviation sector.
