Osun State Governor Ademola Adeleke has issued an executive order establishing a Coroner Inquest/Panel of Inquiry into the killings, shootings and violence reported at Naira and Kobo Junction, Motor Park/Garage Area, Ikire, on August 24, 2026.
The panel, which takes effect on August 31, will investigate the circumstances surrounding the incident, establish the number and identities of victims, determine the causes of the violence and examine whether anyone bears criminal responsibility.
Magistrate Ayokunle Shiyanbola has been appointed chairman, while Abiodun Badiora will serve as secretary. Other members include a retired police officer, a Nigerian Bar Association representative, a civil society representative, an Ikire community representative and a medical/forensic expert.
The panel will examine the role of security personnel, including whether live ammunition was used and whether such use complied with the law, rules of engagement and human rights standards.
It will also identify any individuals, groups, security personnel, political actors, transport union members or public officials whose actions or omissions may have contributed to the incident.
The panel has been empowered to summon witnesses, request police and medical records, inspect relevant locations and receive oral and documentary evidence. It may recommend prosecution, disciplinary action, compensation and institutional reforms.
Governor Adeleke also ordered the preservation of firearms and ammunition records, station diaries, communication logs, medical and autopsy reports, photographs, videos and other evidence connected to the incident.
The government has requested appropriate interim measures from the police authorities concerning officers whose continued operational roles could affect the investigation or public confidence.
The panel is expected to begin sitting within seven days of its inauguration and submit its report within 30 days of its first sitting, unless the governor approves an extension.
Victims’ families, eyewitnesses, journalists, transport workers, police officers, medical personnel, political parties, community leaders and other concerned persons have been invited to submit evidence and memoranda.
Adeleke assured residents and the families of those affected that the investigation would be conducted thoroughly, fairly and transparently.
The executive order states that anyone found culpable will not be protected from justice, regardless of their status, political connections or position. However, the government stressed that all allegations remain allegations until established by credible evidence.
